The vellum is written in a fine hand, though not of Arangothek styling, and is signed by a certain Ao-Lish-Hulong. The message has been delivered by a local messenger boy, paid in Drachean currency. The messenger themselves seem to be an impartial third party and as such shouldn't get the brunt of any reaction. Obviously, Idelle is free to respond however she would like.
The vellum reads as follows:
"To a certain member of the Civic Guard, one Idelle Habri, an unforgivable offense has been committed against a formal member of the Empress of Sai-No-Gu's noble court. I, Ao-Lish-Hulong, am officially challenging Vorfon Habri to an unarmed duel until unconsciousness or submission. Upon one of these two events, the loser will submit to either wrongdoing or breached honor and accept the consequences of such an acknowledgement.
The breach of honor occurred after Vorfon Habri not only ignored the direct request regarding information as to the brutal arrest of one Justin Scorch, but she then continually ignored requests to not be as brutal or opaque in the arrest. That, in concert with a general disregard for not only Ao-Lish-Hulong's political status but also racial status, has led to a dishonorable action that requires remedy. By dishonoring a servant of the Empress, the Empress herself has been dishonored, and that is not to stand in any nation. By a human especially.
If this formal duel request is accepted, the proceedings will occur based on Vorfon Habri's request.
If this duel is declined, the proceedings will be cancelled and the Sai-No-Gu nation will have no other nation than to allow Ao-Lish-Hulong to proceed with legal action against the city of Drache itself.
