I, Uzzo, pen this attached missive not as a Floxod, nor as a member of the esteemed Drache's city council, but as a free citizen of Transdariania as to absolve any potential conflict of interest where ruling political parties are concerned. You shall find contained within the documents forwarded to your offices a comprehensive, multi-stage plan not only concerning the reconstruction of the harbour's wharf front, associated piers, jetties and other damaged constituents, but also plans concerning the construction of a new sea break to reduce potential economic damages associated with tidal events, both of historical, natural and unnatural designs that have served to plague our port city in the past.

*Contained within can be found:*
- Projected estimates on material, labour and transportation costs associated with the reconstruction of the damaged wharf front, and construction of new constituent units.

- Estimates on the construction of a new sea break, as well as projected long-term savings based on accompanying historical documentation concerning prior tidal events and associated economic losses tied directly to these events.

- Plans concerning the immediate construction of temporary floating piers to reduce the burden of the current, undamaged and operational piers as a stopgap measure for the potential economic losses set to occur due to inefficient importation and exportation brought about by the disaster. These temporary units will be constructed on the most severely damaged of foundations while the least damaged will be given priority for new construction and repairs, minimizing time frames of unavailability and maximizing port operation accessibility.

- A projected profit percentage of fifteen percent (15%) of the contract bid, along with alternative payment methods (such as proportional dock fee percentages) for long term revenue and related interest rates in lieu of burdening Drache's treasury with additional upfront contract costs in favour of backend payments.
