Councilwoman Aridia Vloresss put forth these two proposals for consideration :

1. To set up a school in the Back Alley district to teach basic reading, writing and math skills to children and adults alike. I believe if the poor are better educated then they will be able to find work more readily and therefor contribute more to the city and be paying taxes rather than being thieves and such to support themselves.

2. That Master Craftsmen with 3 or more apprentices receive a 1% tax reduction. If such were to be done I believe that such Masters would train more people to sustainable work and thus become tax paying members of society as well. (caveat proposed by Floxod Uzzo - this 1% tax reduction is availed to Master Craftsmen that have accepted waived apprenticeship fees for at least one (1) of these three (3) individuals, and have such offered opportunities to the poorer individuals of the community who are unable to afford them. This in turn will not only address the incentive of apprenticeship for trade skills, but also serve as an incentive for Master Craftsmen to avail these opportunities to help elevate the poor and destitute of Drache that would otherwise not be given such an offer.)

1.) Vote: Yay.

Education is paramount to the betterment of our society. If this Councilman may make a suggestion towards this end, his preference would lay in a boarding style school, and its students (adult and children alike) tasked with its maintenance and daily operations to offset associated fees. Cooking, cleaning, fire watch, minor repairs, et cetera. I believe such a regimented learning and working environment will better prepare them for the workplace and life in general. This will also serve to weed out those looking for handouts while rewarding individuals that are not simply trying to game the system at the expense of our tax payers coffers.

2.) Vote: Yay, with caveat.

I believe that Councilwoman Vloress' heart is in the right place with this measure, however, i've become far more familiar with the internal workings of trade guilds, and thus view them in a different light. The tradecraft Guild system is, at its essential core, designed to maximize free labour (and collecting apprenticeship fees in the process) while maintaining a monopoly concerning the knowledge of the trade craft. The vast majority of an apprenticeship is spent as an unpaid, untrained labourer who receives absolutely no knowledge of the craft until several years of this process have been carried out. It is a form of indentured servitude we have allowed ourselves as a society to overlook due to the artisan skills these guilds bring to the table. A Master Craftsman requires absolutely no tax incentive to take on another apprentice, as taking on another apprentice itself avails them of apprenticeship fees and slave labour, and as such they will take on as many apprentices as they are physically capable of taking on by default. Thus, any Master Craftsman capable of taking on 3 or more apprentices, already has taken on 3 or more apprentices as a matter of course. This tax reduction serves not as incentive for them, but rather, incentive for those physically incapable of taking on a third apprentice, but doing so regardless of any negative impacts to the training of the apprentice in question due the shortcomings of the Master Craftsman.

I can only accept such a measure if this 1% tax reduction is availed to Master Craftsmen that have accepted waived apprenticeship fees for at least one (1) of these three (3) individuals, and have such offered opportunities to the poorer individuals of the community who are unable to afford them. 1) Emphatically vote YAY
Education is absolutely paramount to enabling the betterment of citizens and thus society as a whole. I fully agree with Floxod Uzzo that this would be best done in a boarding school where those in attendance are responsible for the upkeep of the school and given a sense of investment in it. I personally volunteer my off duty time to assisting with this, if my help would be desired.

Cecilia Odenvault missed that meeting due to having come down with the flu from the mist stuff that was spread to stop the ghoul plague. Later when she is better she doesn't seem too fussed at missing it as majority vote was reached already anyways. When asked, she does say that her vote would have been yay and yay.

Education is perhaps the most important gift a parent can give to a child. As a community we should support the families that can not afford an education. The Mages guild hereby offers services and goods to see this into fruition. We offer conjurors to provide food and furnishings, as well as a small offer of teachers.

1.) Motion Passes Unanimously, 5 Yay: The council will appropriate allotted funds to establish a boarding style school in the Back Alley district to teach basic reading, writing and math skills to children and adults alike. Those in attendance shall be responsible for the daily upkeep of the school to foster a sense of investment in both it and the community. The generously charitable donations and volunteer work offered to this endeavor by council members and affiliated offices, as well as other private and public sources will be very much welcomed.

2.) Motion Passes Unanimously, 5 Yay with supporting caveat: In an effort to further invigorate prospective incentives of apprenticeship and produce a more robust trade craft industry, a one percent (1%) tax reduction shall hereby be availed to Master Craftsmen with three or more apprentices and have accepted waived apprenticeship fees for at least one (1) of these three (3) individuals, and as such have offered opportunities to the poorer individuals of the community who are unable to afford them.
