The formation of the Inquisition has come to my attention, and I have personally seen a number of incidences that I can only describe as disturbing.

I would like to take a moment, before proposing my law, to remind the Council of why vampires in particular are such a threat. Vampires are unique in one way from other parasites to life. While they too feed on our citizens, our weak, those who find themselves alone. A young woman coming home after work at night, unescorted. A child lost from their parents. These are often the targets of such vile creatures. But all of us are at risk. None of us here are immune from the risk of being the target of a vampire, when our guard is down, or if we are overpowered by their dark powers.

But we all know the difference between a vampire and most other parasites, in that they have the ability to spread their curse, their disease. Some of the people to whom it is spread take it on willingly, and they, even before they become undead, are vampires in spirit in my book. But some do not get that choice. Any one of us may end up a member of the undead today, or tomorrow. So may our mothers and fathers, our brothers and sisters, even our children, nephews and nieces. Any. Single. One. Can end up facing this tragedy with no intent.

So it comes to my shock that it is these very same newly and unwillingly cursed that are being targeted for brutal, torturous execution. Not only that, but that they are treated with gleeful savagery. This is not what our citizens deserve, and as such I am proposing a vote to allow those who were cursed against their will to have an option for closure, for both themselves and their families.

Furthermore, it has come to my attention that there has been a lax attitude from some towards actually conducting investigations on the vampires actually spreading the curse. This is unacceptable. Drache deserves that we get to the bottom of this and pluck the threat from its roots.

The proposed rules are as follows:

I. Those blighted with the curse of vampirism (henceforth referred to as 'the vampire') shall have the right to turn themselves in to the City Guard. While under the custody of the Guard, they shall not be put to death by either Guard or Slayer until the following procedure is followed.
II. The vampire shall, under pain of death, provide all their known information regarding vampires within Drache.
III. The vampire shall, once they have duly co-operated with the Royal Guard, be given the choice of exile from Drache, together with a branding marking them as undead, or a summary, quick and painless execution.
IV. If the vampire was a citizen or known resident within Drache before their transformation and if they chose death, they shall be allowed to be given a proper burial by their families.

I am willing to discuss the details of this and amend as necessary, however it is time that we as City Council recognize that vampires are a threat precisely because of what they do to our citizens, and treat victims as such. Those who are turned and refuse to turn themselves in have only themselves to blame and should be treated as-is, and before turning themselves in, they may be slain by any Guard or Slayer as per the law.

But for those who turn themselves in, they can be treated as the victim they are, who clearly have not yet succumbed to the nature of their curse, and simultaneously provide our Guard with the information we need to destroy those who are actually turning our citizens into the undead.

I refuse to allow these hallowed chambers to be soiled by misinformation. Allow me to correct some of your facts:

"A number of incidences" would be one which you were not present for, as the Bathiretil have only been recently formed and have one vampire kill logged.
"Brutal, torturous execution" and "gleeful savagery" are not illegal when it comes to eliminating vampires.
"a lax attitude conducting investigations.." as you are not a member of the Bathiretil, you are not privy to ongoing investigations and what they entail.
Under Edict 171 of the Laws of Transdariana, a citizen whom is turned into a vampire, "innocent" or not, loses all their rights and their citizenship, and are considered kill on sight for citizens, Slayers, and members of the Civic Guard.
This undermines the Bathiretil, which is under the direct authority of the captain of the Guard, and Edict 171 of the Laws of Transdariania.

The only thing I can see here of substance, sadly, is allowing vampires that turn themselves in a quick and merciful death. The vampire that turned herself in that I saw, even begged to be put in cuffs so she wouldn't attack those around her. Yet despite this, she was still tortured till death. Why? Because she was undead. Are we to ignore someone doing the right thing even if it means their death? Even if they are a victim of undeath? I don't think that's the way to approach this. I have my own issues with the inquisition, but this practice. It's horrid, and invalid. Is this how we treat those who basically kill themselves to make drache a better place? I don't think it should be. They should be allowed proper burials, and a quick clean death at least. Well, burying their ashes since they're vampires. But I'm sure you all understand the point I'm trying to make.

So I put this up for vote:

Vampires who turn themselves in, and help find the vampire who bit them, are to be granted a clean merciful death, and allowed a proper burial by their families.

It seems like the exile issue has been widely disapproved of, which I understand. I was unsure of it myself, and I am entirely glad to delete it.

I do not understand Vorfon Baroque's dissent in general, other than the opposition to the exile option, which as I stated was the weakest part. Other than that, I see no major difference between our proposals. I will amend as follows to take in the dissenting opinions as well as a minor correction:

The proper burial is less about the remains and more about allowing the family the rites and respecting them as such, rather than turning. The information about vampires in Drache by definition includes 'the one who bit them' but I believe that it should be left wider. Perhaps they know more around the circumstances. The general includes the specific, and whatnot.

I am proposing another incentive for vampires, which I am putting forward for vote separately:

V. Vampires who undergo this process shall have any and all property acquired before their undeath respected, and such property shall be distributed according to their last testaments, or by law, as appropriate.

Since vampires have no rights, and this includes property rights, this will ensure that the family of the turned does not suffer any more than need be. If the vampire has it in them still to love their family - if they are not yet that far into their curse - they should find this a powerful incentive.

Councilman lane, I don't understand your logic here. You're saying no to this proposal because vampires deserve to die, yet this proposal is actually incentivizing vampires to quite literally do just that. Not only that, but it allows families that suffer the turning of a loved one much needed closure. I don't understand what's wrong with this.

Anyways, in response to this new proposal, I say yay.

I do not have to explain my logic. This bleeding heart, sympathetic mentality granting vampires a quick and painless death and affording them ANY rights is nothing short of laughable and I will not entertain it as anything more than what it is, an attempt to undermine the Bathiretil, the Civic Guard, and any Slayers in the city. Vampires have no rights, period. Those rights are forfeit the moment they pass into death and undeath, whether by their choice or another vampire's actions. The ONLY part I even remotely agree with is ensuring that the families receive the property upon final death. Nothing more. Until it is something other than a means to subvert the existing laws of the Duchy, I will continue to vote nay.

It is not subverting the law to follow the correct procedure to pass new laws. It is the entire point of this assembly.

You are free to disagree with the reasonings thereof or the proposals, but this Council is no less valid than the ones previous.

No, the point of this assembly is to pass laws and procedures for the city of Drache, not change the laws of Transdariania, which you are attempting to do. Last I checked, we were Drache city council, or have I been mistaken this entire time and we can propose laws for the whole country? No, this proposal is an absurdity and I will not even consider it worthy of anything but a nay.

If you are unhappy with my vote, that's your issue. I have given my answer and as Councilwoman Derseblan has not spoken up to change her vote I will assume that it still stands.
